The GADI measures apprenticeship starts per 1,000 employed workers in each English region, indexed so England = 100. A GADI above 100 means a region has denser apprenticeship activity than the national average; below 100 means sparser. It is computed from real DfE starts data and ONS JOBS05 workforce jobs — nothing is modelled or interpolated.
